Castle Hayne sits on the limestone its aquifer is named for.
The Census Bureau counts Castle Hayne as a census-designated place in Cape Fear Township, just north of Wilmington: a statistical boundary around unincorporated county ground, so New Hanover County reviews every building permit here. Castle Hayne Road, signed NC 133, runs the length of the community and serves as its main street. US 117 tracks north through it toward the Pender County line. The I-140 Wilmington Bypass passes Wrightsboro to the south and ties the community into I-40 without running through it, and the community has stayed largely rural.
The name comes from the ground itself, or close to it. The Castle Hayne Limestone is a middle Eocene formation, and it lends its name both to the community above it and to the Castle Hayne Aquifer, a wedge of limestone and sandstone that the US Geological Survey describes as thickening toward the coast and supplying much of eastern North Carolina with fresh groundwater. How close that rock sits to the surface on any one lot, and how it behaves under a footing, is something the parcel answers. Building above limestone sets Castle Hayne apart from the rest of New Hanover's building ground, where the coastline runs to sand and marsh.
Wilmington International Airport runs along the community's southern edge, and Cape Fear Community College's North Campus sits inside Castle Hayne itself, on Blue Clay Road. Away from those two, the ground is still recognizably agricultural in its layout. Castle Hayne began as one of Hugh MacRae's farm colonies, settled by Dutch farmers, and grew into a major American flower-growing center before World War II. The parcel geometry along the older roads still reads that way: long, deep tracts shaped for cultivation and road frontage. An acre here often comes with a working field attached, which can put the right place for the house well back from the road.

That range is what a site analysis is for. A river-front acre, an old parcel fronting Castle Hayne Road, and a lot in a platted subdivision behind it are three different projects before anyone has stated a design preference. Knowing which one a given piece of ground actually is comes first.
Two zoning districts cover most of Castle Hayne's lots.
New Hanover County's Planning & Land Use department reviews development for the unincorporated parts of the county, Castle Hayne included, under the Unified Development Ordinance: zoning districts, dimensional standards, flood provisions and use permissions all live there, in Article 3 for zoning. On some parcels a subdivision's recorded covenants add a layer of their own.
Two residential districts cover most of Castle Hayne's larger lots; a given parcel's district is read off the county zoning map. In the Rural Agricultural (RA) district, UDO Table 3.2.4.D sets a minimum lot area of 30,000 square feet, a minimum lot width of 115 feet, a 40-foot front setback, a 30-foot street-side setback, a 20-foot interior side setback, a 30-foot rear setback, and a maximum building height of 40 feet, or 44 feet for a structure elevated on open foundations of piers, posts, columns or piles. The table's one-dwelling-per-acre density figure, and its own separate lot and setback rules, apply only to Performance Residential Developments, a subdivision-scale designation for multi-lot projects.
Nearer the airport, the Airport Residential (AR) district applies instead. UDO Table 3.2.5.D sets a minimum lot area of one acre, or 43,560 square feet, a minimum lot width of 100 feet, a 25-foot front setback, a 30-foot street-side setback, a 20-foot interior side setback, a 30-foot rear setback, and the same 40-foot height limit with the same 44-foot allowance on open foundations. The table adds a line that changes the calculation: every AR structure is subject to the height limits in Section 5.10, the ordinance's Airport Height Restriction, on top of the district's own number.
That section exists, by its own stated findings, to keep obstructions away from Wilmington International Airport that could endanger people or property, affect instrument approach minimums, or shrink the usable landing, takeoff and maneuvering area. It works through height-limit zones drawn from an adopted airport height-restriction map, and where a parcel falls inside more than one zone, the more restrictive limit governs. What that works out to on a specific lot comes from a review the county runs against its own adopted map, and Section 5.10.3 extends that map's reach to every parcel the map depicts, in any zoning district and across the city and county lines, so the review belongs in the same conversation as the dimensional table. We pull that determination at the beginning of the work, in the earliest phase of our process, before the massing is fixed.
Permitting itself runs through the county's Planning & Land Use department, which states that all permits are completed through its COAST portal, with a COAST helpline at 910-798-7308, option 1. Planning & Land Use handles zoning review; Building Safety enforces the North Carolina State Building Code and issues the building permit and inspections. Well and septic work also goes through COAST, to the county's On-Site Well Water Protection section, the office that decides where a system can go and how large a house it can serve. All three sit at the county's Government Center on Government Center Drive in Wilmington.

The Northeast Cape Fear floods slowly, and stays.
The 2018 North Carolina Residential Code sets New Hanover County's ultimate design wind speed in Table R301.2(4), and its note h splits the county at Highway 17: 140 mph to the west, 150 mph to the east. US 17 runs up Market Street on the far side of Wilmington toward Porters Neck, well east of Castle Hayne, so Castle Hayne sits in the 140 mph zone. That figure is a design input: it sets the uplift and lateral loads the roof, the openings, and the load path connecting them are sized to carry, and the exposure category the engineer assigns from the openness of the ground around the house is the variable the lot itself decides.
Flooding is the bigger difference from the county's beach communities. A surge event arrives in hours and recedes almost as fast; the Northeast Cape Fear rises over days as rain works down its watershed, and the crest can arrive days after the rain has stopped, then drain away at the same unhurried pace. UDO Article 9 governs construction in the mapped Special Flood Hazard Areas that follow the river, and its Section 9.5 sets the Regulatory Flood Protection Elevation as the base flood elevation plus two feet of freeboard where a base flood elevation has been established, or at least two feet above the highest adjacent grade where it has not. That elevation is what sets the low point of a house on a mapped riverine lot.
The water that threatens a Castle Hayne foundation comes from the watershed, and it takes its time arriving.
Where the river's flood mapping has not yet produced a base flood elevation (an Approximate Zone A designation), the ordinance sets a different kind of limit. Section 9.8.3.A bars fill, new construction, substantial improvement or new development within 20 feet of the top of the bank, or five times the width of the stream, whichever distance is greater, unless a registered professional engineer certifies with supporting technical data that the work will not raise flood levels during the base flood. In the county's mapped floodways and non-encroachment areas, Section 9.8.5 works the same problem from the other direction, generally holding new encroachments back unless a no-rise analysis clears the Floodplain Administrator before a Floodplain Development Permit is issued, or unless FEMA has approved a conditional map revision first. Both are site-analysis questions, answered before the riverbank enters a drawing.
Which FEMA panel covers a given river-front parcel, its effective date, and whether the lot carries a base flood elevation at all are questions for the FEMA Map Service Center or the state's own NC Flood Risk Information System. New Hanover is one of North Carolina's coastal counties for Coastal Area Management Act purposes, and the Northeast Cape Fear is tidal well upstream of Wilmington, so a river-front Castle Hayne parcel can fall inside the state's Areas of Environmental Concern where an interior acreage lot generally does not. For a river-front tract, the Division of Coastal Management's Wilmington regional office settles the classification, and a CAMA minor permit, where one is needed, goes through New Hanover County's Local Permit Officer.
A Castle Hayne site carries the same hot, humid Southeastern summer as the county's barrier islands with far less of the airborne chloride that drives fastener and connector selection on the coast, a real difference in the durability conversation. What replaces salt as the persistent threat is moisture itself: a high water table in places, sandy soils that drain unevenly across a rural lot, and long wet seasons with no sea breeze to help a wall assembly dry. Planning for moisture before it appears is written for exactly that condition, a house that has to manage water it cannot see from the porch.
A large Castle Hayne lot leaves almost nothing fixed.
Custom homes on a large rural or river-front Castle Hayne lot ask more of the site analysis than a platted beach parcel a fraction of the size does. It is still the first deliverable on every project we take on, and it goes into the client's project workspace. On a quarter-acre lot, most of the answers were fixed by the plat years ago. On five acres with a river at one edge and a highway at the other, almost nothing is fixed: where the house sits, where the drive comes in, where the septic field goes, and which of those three decisions constrains the other two are all still open. They are considerably cheaper to settle on paper than in the ground.
Well and septic feasibility gets its own line in that analysis, because on much of this ground it is the gating question. New Hanover County's On-Site Well Water Protection section handles site evaluations for septic and well permits, construction inspections, and well-water testing, all through the same COAST portal that handles the building permit, and it is reachable directly at 910-798-6667. On a raw acre its soil evaluation comes before the house is placed: it fixes where a system and its repair area can go, the county holds the system permit ahead of the building permit, and the well is sited to keep the county's separation from the system.
- Where the mapped floodway or Special Flood Hazard boundary crosses the property, and the regulatory flood protection elevation it sets for the lowest floor.
- On river frontage, how stable the bank is, and how far back from it the ordinance's own encroachment limits push a foundation before the design has a say.
- Depth to the water table and to the Castle Hayne limestone beneath the specific building pad, both of which can change within one tract.
- Well and septic suitability, run through New Hanover County On-Site Well Water Protection before the floor plan is fixed.
- Whether the airport height-restriction map reaches the parcel (in the Airport Residential district or any other), and what its ceiling does to roof form and ceiling heights.
- Access and utility routing across a rural lot: a long drive and a long service run are real line items on acreage.
One more line belongs on that list. The UDO's tree retention standards apply to residential lots of record of an acre or more; a lot under an acre in a residential district is exempt under Section 5.3.1. Castle Hayne's lots often run to several acres, more than a platted subdivision's typically do, which puts that one-acre line in play more often here. Above the one-acre threshold, removing a regulated tree takes a tree removal permit, and Section 5.3.5 puts that permit ahead of any clearing, grading or building authorization. The regulated trees are graded by species and trunk diameter in Table 5.3.4.A, with live oaks, pond cypress and bald cypress counted as specimen trees at 36 inches and protected from removal short of a variance. Two Castle Hayne particulars get settled with Planning & Land Use directly: Section 5.3.1 also exempts land taxed at present-use value as forestland, and forestry carried out under a registered forester's plan, which describes some of the working tracts here; and how the under-an-acre exemption reads on a specific RA or AR parcel is the county's call. The tree survey is part of the site analysis so that the clearing plan is drawn around the answer.
The sun gets read as carefully as the regulations do. Open rural ground behaves differently from a wooded interior lot: fewer mature trees to borrow shade from, more exposure across a cleared field or a former farm parcel, and a longer sight line than a platted subdivision offers. On a deep Castle Hayne tract that adds up to a real freedom: the house can be turned to the sun and the long view. The site work that opens new construction is where that reading happens, and the standard the analysis feeds into is the one we hold everywhere: the design comes out of what the site analysis finds.
Without a sea breeze, a Castle Hayne wall has to dry on its own.
Summer air over the Northeast Cape Fear runs hot, humid, and still. The barrier islands get a sea breeze that helps pull moisture off a wall assembly; inland at Castle Hayne, without that breeze, what the river, the wet ground and the long rainy season put into the air has less help drying out. On this ground, airtightness is how a wall stays dry. Humid outside air that can move through an envelope will find the first surface the air conditioning has cooled and condense on it, inside the wall, where nobody sees it until the cladding comes off. The sub-1.0 ACH50 number is a design target until the blower door on that house reports it at handover: the air-barrier line goes on the framing sheets now, and every penetration through it is detailed before the trades price the work. The ventilation a tight river-valley house needs is designed alongside it, because keeping humid air out of the walls means bringing the right amount of it in through equipment that dries it first.
FORTIFIED Gold is the other half, and inland its case rests on the wind figure: Table R301.2(4) gives New Hanover County 140 mph or 150 mph and nothing lower, so a roof over a Castle Hayne field is engineered to a coastal number with an open field in front of it. FORTIFIED Gold, the top tier of the Insurance Institute for Business & Home Safety's program, is pursued on every home we design and verified by a third-party evaluator: the sealed roof deck under the shingles, the rated protection at the openings, the connectors that carry the roof's uplift down through the walls to the footing, each inspected on its way in. Open ground raises the stakes on that load path: a house standing alone at the back of a cleared tract sees more wind than the same house in a wooded subdivision, and the exposure category the engineer assigns accounts for it. A ridge held down by the airport height map is a massing constraint the design absorbs early; the deck sealing and the load path stay the same whatever the ridge height. Many insurers recognize the designation, whether a parcel fronts the Atlantic or the Northeast Cape Fear.
The ground itself shapes the foundation decision as much as the code does. On a lot with a high water table or ground close to the Castle Hayne limestone, a crawlspace has to be detailed and vented, or conditioned, with real intent, and a slab-on-grade approach has to answer to that same water table. Both come out of what the site analysis finds beneath the specific pad, including how a former field drains after a week of rain. Mechanical equipment is sized to the load that envelope produces, because an oversized system in a tight house cycles off on temperature with the humidity still in the room, and in a river valley with a long, wet season that's the failure to design against. How each assembly is designed to dry sets out the logic behind the walls and the crawlspace; right-sized equipment and dedicated dehumidification, where the analysis calls for the latter, is the mechanical side of the same argument.

On acreage and on the river
New homes in Castle Hayne go through the new-construction process, and that process meets genuinely different lot types here: an acreage parcel in the RA district with room for a longer drive and a wider building envelope, an Airport Residential lot working under two height reviews at once, and river frontage where the floodway and the bank set the buildable footprint before a floor plan exists. Rural acreage buys room a platted subdivision lot rarely offers: siting the house toward the sun and the long view, and sizing the septic field to match the house.
Renovating the houses along Castle Hayne Road
Houses along Castle Hayne Road and US 117 span a wide range of ages, and many were built well before a continuous air barrier or a high-wind design standard entered the conversation. A whole-house renovation of a roadside house is usually a question of how much sound structure is worth carrying forward: a roof and openings brought up to a current standard, mechanical equipment replaced and right-sized for the house as it stands today, and, where the lot allows it, a septic system re-evaluated for its current capacity before any addition is drawn against it.
A Castle Hayne ADU, where septic capacity usually decides it
Accessory dwelling units are permitted by right in the county's residential districts, RA and AR among them (UDO Table 4.4.3), and UDO Section 4.4.4.A sets the standards: one ADU per lot, only where the lot already carries a single-family detached principal dwelling, one required off-street parking space for the unit, and proof of adequate water and sewer capacity from the utility provider, or compliance with the county's well and septic standards where the lot relies on one. The section's shared-driveway requirement is written to apply "in all districts excluding RA", which exempts Rural Agricultural lots from that requirement without granting an RA lot a second driveway outright. How New Hanover County Planning & Land Use applies that exclusion on a specific parcel, and how much septic capacity On-Site Well Water Protection will approve for a second unit, are both settled with the county before the layout is committed. An ADU feasibility test on acreage usually goes further than on a constrained subdivision lot, because the binding limit here is what the ground will take.
North of Wilmington, the ground stays rural to the Pender line.
Wrightsboro is its own census-designated place, generally south of Castle Hayne, sharing the airport edge and much of the rural character before the ground gives way to Wilmington's built neighborhoods. Where one community ends and the other begins is local usage more than a surveyed line, and for building purposes one county ordinance governs both, and a lot on either side of that informal boundary goes through the same Planning & Land Use and Building Safety review.
Castle Hayne Road and US 117 carry most of the community's through traffic and most of its older housing stock, a corridor of roadside parcels that thins out into larger tracts the farther it runs from the airport. Away from that corridor, the river frontage along the Northeast Cape Fear is its own stretch of the community: fewer lots, larger ones, and the floodway and bank-stability questions that come with sitting on moving water, questions a lot set a few hundred feet back mostly avoids. The physics of coastal building apply here too, with the flooding coming down the river from upstream rain.
North of Castle Hayne, US 117 and NC 133 continue toward the Pender County line, where the rural ground carries on into Pender County. Burgaw, the Pender County seat, and Rocky Point, a wooded inland community on that side of the line, both raise the well, septic and acreage questions that Castle Hayne does, but under Pender County's own Unified Development Ordinance. East, past the airport and I-140, Porters Neck on the Intracoastal side of the county picks up a different set of questions: covenant review, estuarine shoreline rules, and salt exposure.
West across the Cape Fear, in Brunswick County, the commuter town of Leland is building through a comparable mix of established roads and new subdivisions, on the opposite bank and under its own town code.

- Does the airport height map reach my lot, even outside the Airport Residential district?
- It can. The height review in UDO Section 5.10 is tied to the adopted Wilmington International Airport Height Restriction Map. Section 5.10.3 extends the section's jurisdiction to every area that map depicts, including land inside the City of Wilmington and across the Pender and Brunswick lines, and Section 5.10.6 draws the zones from the approach, transitional, horizontal and conical surfaces around the runways, with the more restrictive limit governing wherever zones overlap. The Airport Residential table states it directly; a Rural Agricultural parcel under an approach path is read against the same map. We confirm with New Hanover County Planning & Land Use which zone, if any, a parcel falls in, and the site analysis carries that ceiling into the massing before the roof is drawn.
- Is my Castle Hayne lot on well and septic, or can I connect to public water?
- Both exist in Castle Hayne. Many parcels, especially along the older roads and on rural acreage, rely on a private well and a septic system reviewed by New Hanover County's On-Site Well Water Protection section, which handles site evaluations, construction inspections and well-water testing through the county's COAST portal. Some addresses closer to the built-up parts of the county fall within Cape Fear Public Utility Authority's service area instead. We confirm which one serves the address with the utility and the county during the site analysis, before the design leans on either.
- How does flooding work on the Northeast Cape Fear? Is it like an ocean storm surge?
- No, and the difference is the clock. Surge is a matter of hours; the Northeast Cape Fear is a matter of days, rising as rain from a large watershed drains toward Wilmington and standing on low ground long after the sky has cleared. The map decides what that means for a lot. A parcel in a mapped Special Flood Hazard Area builds to the regulatory flood protection elevation in UDO Article 9 (two feet above the base flood elevation, or two feet above the highest adjacent grade where none has been set), and an Approximate Zone A river lot also carries the encroachment limit in Section 9.8.3.A, measured back from the top of the bank. FEMA's Map Service Center and the NC Flood Risk Information System hold the current panel for any address, and the county Floodplain Administrator reads it.
- Can I build a detached ADU on an acreage lot in Castle Hayne, NC?
- Usually, where the ground can serve it. UDO Table 4.4.3 permits a detached ADU by right in the county's residential districts, RA and AR included, and Section 4.4.4.A allows a single detached unit on a lot that already carries a single-family detached house, with one off-street parking space for the unit. The requirement that an ADU use the principal house's driveway is written for all districts except RA, so a Rural Agricultural parcel sits outside that particular rule without the ordinance promising a second entrance; Planning & Land Use reads it for the parcel. On well and septic, the unit has to meet the county's well and septic standards, which on acreage makes the second unit's wastewater the real test: the soil evaluation is what says yes or no, and the ADU feasibility check starts there.
- What ultimate design wind speed applies to a house in Castle Hayne?
- 140 mph. Note h to Table R301.2(4) in the 2018 NC Residential Code splits New Hanover County at Highway 17 (140 mph to the west, 150 mph to the east), and US 17 runs up Market Street on the far side of Wilmington, well east of Castle Hayne. The figure belongs to the zone; the exposure category, which the engineer sets from how open the ground around the house is, is the number the lot itself decides.
- Is there a well ordinance specific to Castle Hayne I should know about?

- Possibly.
