Leland grew from a crossroads into a commuter town.
Leland occupies the northeastern corner of Brunswick County, spanning both Northwest and Town Creek townships, with an irregular outline on the map. Navassa borders it to the north. Belville, separately incorporated with its own government and its own code, sits wrapped on three sides by Leland. The Brunswick River runs along the eastern edge; Sturgeon Creek, Alligator Creek, Mallory Creek, Jackeys Creek and a handful of smaller branches drain the flat ground behind it. US 17, 74 and 76 run together through town toward the river crossings into Wilmington, and NC 87 and NC 133 come up from the south.
Village Road is the older thread through all of it, a low grid of houses and small commercial buildings that predates the subdivisions now built out along and beyond it. Around that crossroads, over the past two decades, came a chain of master-planned communities, among them Brunswick Forest, Magnolia Greens, Waterford of the Carolinas and Compass Pointe, laid across land that was largely timber and farmland. The growth came the same way throughout: subdivisions built out phase by phase, with new homes largely built to a production specification.
Two things tie Leland to Wilmington across the water: the highway crossings that have carried US 17, 74 and 76 traffic for decades, and I-140, the Wilmington Bypass, completed in stages through the 2010s and meeting US 74/76 at an interchange in town. Together they make Leland a commuter town, and much of the growth here has been year-round homes. The building problem changes with the ground. When building in Southport and on the islands below it, the first threats are salt and surge. In Leland the threat is water that sits in the ground and is slow to leave.
That growth left three kinds of buildable ground, and a custom project starts by knowing which one it's on.
- A remaining lot inside one of the master-planned communities: graded, platted, and in some of them open only to builders the community has approved.
- An infill parcel along Village Road or one of the older roads nearby, often with an existing structure, an irregular lot shape, and no subdivision covenant review.
- Outlying acreage toward the edges of town, where the ground is still timber and farmland and the questions are drainage, access and utility service.
Leland's zoning decides how much house fits on your lot.
Leland is incorporated, so the town's own code governs a lot inside its limits, and the town's Planning & Inspections Department handles zoning review, building permits and inspections, and floodplain administration. Brunswick County isn't a step in that process for a Leland address. Under Sec. 66-30 of the town's zoning ordinance, a building permit can't be approved until the building inspector holds a signed zoning-compliance certificate from the code-enforcement officer. Because Brunswick County is one of the state's coastal counties, the application for that certificate also has to show the location of any applicable Area of Environmental Concern, and Leland's building inspector serves as the local CAMA permit officer under the county's implementation plan.
Most of the town's conventional single-family ground sits in one of three districts. R-20 sets a 20,000-square-foot minimum lot size and R-15 sets 15,000 square feet, or more where the county sanitarian needs room for an approved septic system. Both carry a 30-foot front setback, a 7.5-foot side yard, a 15-foot rear yard and a 40-foot height limit under the same table, with a minimum lot width at the setback line of 100 feet in R-20 and 70 feet in R-15 (66 and 46 feet respectively on a cul-de-sac). A corner lot carries a deeper side yard along the side street (20 feet in R-20 and R-15, 12 feet in R-6), and a lot recorded before the zoning ordinance was adopted can use the table's grandfather note, which sets a 15-foot side yard with 30-foot front and rear yards, something to check on an older Village Road parcel. The third district, R-6, sets a 6,000-square-foot minimum where public water and sewer both serve the lot, rising to 15,000 square feet where they don't, and permits a duplex or triplex only on the serviced version.
Some Leland lots sit outside those three districts. Where a master-planned community was approved as a planned unit development, the same Sec. 66-163 table gives its lots a separate column: no fixed minimum lot size or lot width, a five-foot side yard, a seven-and-a-half-foot rear yard, and a front setback of 25 feet that drops to 15 for a single-family dwelling, duplex, triplex or townhouse. That is a much tighter envelope than R-20's, so the lot's zoning district, confirmed on the town's zoning map, decides what it can hold.
Leland's code also carries a form-based chapter, Chapter 30 (the FlexCode), with its own lot and building rules. It reaches only the parcels the town council has rezoned into a FlexCode Zone, each one marked on the town's official zoning map, and inside that zone the FlexCode replaces the conventional districts as the lot's zoning. Planning & Inspections confirms whether a specific parcel has been rezoned into it.
Inside a gated or master-planned community, a second review sits on top of the town's: the community's architectural board, with its own guidelines, submittal process and timeline. A project there needs both approvals, and the two run on separate schedules.

Both the flood map and the wind map split Leland.
The ground under most of Leland is flat pine flatwoods, and flat ground sheds water slowly. Subdivisions built here in the past two decades typically answer that with a stormwater pond, or a chain of them, engineered under the subdivision's permit to hold runoff and release it at a controlled rate. That infrastructure is sized for the whole subdivision, and the town's stormwater ordinance is written to match: it reaches new subdivisions and larger land-disturbing projects as a matter of course, and touches a single lot inside an already-permitted subdivision only at the edges, such as grading close to a pond or adding enough impervious surface to trip a narrower threshold that engineering review applies case by case. For one house that is rarely a serious obstacle, but the pond, its easement and the subdivision's grading plan are facts on the ground for the design to work with.
Flood mapping follows the Brunswick River and Sturgeon Creek, and the town's flood damage prevention article, enacted in 2018 and amended as recently as 2023, sets out how it works. The special flood hazard areas it regulates are the ones in the Flood Insurance Study for Brunswick County that Leland's ordinance adopts by reference (currently the revision dated December 6, 2019), along with the digital flood insurance rate map panels that go with it. Where a base flood elevation has been set for a lot, the ordinance's regulatory flood protection elevation sits two feet above it; where none has been set, it sits at least two feet above the highest adjacent grade. Construction begun before October 19, 1992 counts as pre-FIRM under the town's definitions, and anything built on or after that date is post-FIRM, a distinction that matters most to a renovation. Any material used below the regulatory elevation also has to meet a flood-resistance standard: able to withstand at least 72 hours of direct contact with floodwater without more than minor, low-cost repair.
Inside a mapped special flood hazard area, the flood article's general standards require a structure to be anchored against flotation and lateral movement, built with the flood-resistant materials the ordinance defines, and to keep electrical, mechanical and plumbing equipment above the regulatory flood protection elevation or otherwise protected from flood entry. A floodplain development permit tracks that through construction: a plot plan showing the mapped boundary and base flood elevation up front, then a series of elevation certificates from a pre-construction reading to a final as-built survey before an occupancy certificate is issued. The answer differs lot by lot. Which FEMA panel covers a specific lot, its effective date, and whether that lot carries a base flood elevation at all are read off the map for that parcel, through the NC Flood Risk Information System or with the town's floodplain administrator.
Wind design splits the town the same way, along a line anyone can see. Table R301.2(4) of the 2018 North Carolina Residential Code sets Brunswick County's ultimate design wind speed at 140 mph west of US 17 and 150 mph east of it, and US 17 runs straight through Leland. Both zones therefore exist inside one town, sometimes a few minutes' drive apart, and the design professional settles which one governs a given house for that address. Either side of the highway shares the same climate: hot, humid summers, with less of the airborne salt that drives fastener and connector choices at the beach. Moisture is the persistent threat here, and a slab or a crawlspace on ground that holds water longer than sand does has to be designed for it. Planning for moisture before it appears works through exactly that kind of ground.

The subdivision graded your lot. We still read it.
Most Leland building lots arrive graded, platted and given a pad elevation by the subdivision engineer. That grading plan was drawn for the whole subdivision, and how water moves across one lot inside it is a separate question. A few inches of finished-floor elevation, the direction a house turns relative to the swale beside it, and how close the footprint sits to a pond's maintenance easement decide whether a heavy rain passes unnoticed or leaves a wet crawlspace.
On ground this flat, the distance between a dry foundation and a standing-water problem is a matter of inches in finished-floor elevation.
The water table sits high across much of this ground, and that shapes the foundation before anyone has a preference about it. Whether a crawlspace is vented or conditioned, and how a slab is prepared, answer to what the water table does on that pad through a wet season. A lot backing onto a stormwater pond usually carries a maintenance easement and a setback from the water's edge, both set by the recorded plat, and those lines shape the buildable footprint before the design starts. Tree retention is a narrow question here: the town's zoning code sets a tree-survey standard only for larger multi-family development. Planning & Inspections confirms it for a specific lot, and a covenant-governed community may add a tree rule of its own.
Orientation is a more open question on a cleared subdivision lot than on a wooded one. There is rarely a mature canopy already deciding where the shade falls, so reading sun path and prevailing wind is real work here. Inside Brunswick Forest, Magnolia Greens, Waterford or Compass Pointe, the analysis also accounts for what the community's architectural board requires before it approves anything: submittal formats, review windows and design constraints. The formal site analysis covers all of it: flood zone, wind exposure, drainage relative to the graded pad and any adjacent pond, sun and orientation, and whichever rules attach to the parcel (the town code, a community board, or both). The document goes into the client's project workspace before a floor plan exists.

Most of what has gone up in Leland over the past two decades was built to a production specification: a set of plans repeated across a subdivision, framed and finished to a schedule that works at volume, and drawn to the code minimum for whichever ultimate design wind speed Table R301.2(4) assigns the parcel. Every home we design pursues FORTIFIED Gold, the highest tier from the Insurance Institute for Business & Home Safety. It reaches the roof deck, the wall assembly, every opening and the continuous load path connecting them, and it's a documented, inspected standard above the code minimum: a third-party evaluator verifies the work, and IBHS issues the certificate.
Airtightness is the other half of the standard, and on this ground it is a moisture question before it is an energy one. The sub-1.0 ACH50 target is a design figure, written into the drawings and carried into construction, confirmed by a blower-door test before handover. What it controls is where humid air can move through the wall and roof assembly, and on flat, poorly drained ground inland, that control matters. A continuous air barrier, tracked across every junction, penetration and transition on the drawings, is how that path gets closed before a wall is closed up around it. What the airtightness target actually controls goes into the assembly detail, and why a tight house does not have to feel stuffy covers the ventilation that has to travel with it.
Mechanical sizing follows the same logic. A production house is often equipped by a rule of thumb tied to square footage, which oversizes the system for the tighter, better-insulated envelope a custom design creates. In a hot, humid climate an oversized system satisfies the thermostat before it has run long enough to pull water out of the air, cycling off in short bursts that cool the air without drying it. Over a slab on flatwoods ground with the water table close to the surface, that shows up as damp air near the floor, condensation at the base of interior walls, and flooring adhesives and finishes that fail early. We size equipment to the load the envelope actually creates, as part of the same process that carries FORTIFIED Gold and the airtightness target into the finished house.

Two kinds of new construction in Leland
New construction in Leland meets one of two conditions. Inside a master-planned community, a custom home goes on one of the remaining lots in a phase, already graded and platted, and the community's architectural board shapes the design along with the town's zoning table. Outside the communities (along Village Road, on an infill parcel elsewhere in town, or on acreage toward the edge of town), the ground is closer to a blank site, with no ARC covenant setting design limits in advance and often no pre-graded pad or stormwater pond. Both start from the same site analysis. What changes is whether the town code, a private board or the raw lot does the most work on the design.
Renovating what Leland's growth years built
Most of Leland's housing went up during the growth years of the past two decades or so, on a production specification that met the code of its time and rarely carried a performance target or a documented airtightness figure. A Leland renovation is usually a judgment about how much of a sound, well-sited house to carry forward and how much to bring to a current standard: mechanical equipment right-sized to the house, the roof and openings brought current, and, where the flood ordinance reaches the property, the improvement tested against it while the scope is still open.
An accessory dwelling unit on a Leland lot
Leland's zoning code permits an accessory apartment in the R-20, R-15, R-6 and PUD districts, an attached unit as well as a detached one, with a detached unit also allowed in the RMH and multi-family districts (Sec. 66-162). An attached apartment is capped at 35 percent of the principal house's floor area or 800 square feet, whichever is less, and needs one added off-street parking space (Note 28 to Sec. 66-162). A detached apartment answers to its own standard: the lot's principal structure has to be single-family, the unit is capped at 35 percent of the house's lot coverage or 1,200 square feet, whichever is less, it sits entirely behind the principal structure, its side and rear setback is 15 feet or the district's own minimum for a house, whichever is less and never under five feet, and its height cannot exceed the main house or 35 feet, whichever is less (Sec. 66-229(b)(3)). Either way, only one accessory apartment is allowed per lot. Inside a covenant-governed community there's a second question the zoning table doesn't answer: whether the covenants allow a second structure or a second living unit at all, which can be the stricter test. What makes an accessory dwelling feasible on a particular lot works through both sides of it.
Check the community before your lot goes under contract.
Brunswick Forest publishes its own list of builders, so buying a lot there and choosing who designs and directs the house are linked decisions: confirm with the community which builders it allows before a lot goes under contract. Magnolia Greens is organized around a golf course, with a homeowners' association that runs design review. Leland's code is the floor under both: the zoning table, the flood ordinance and the permit process reach every lot inside them, and the community board adds a second layer.
Waterford of the Carolinas is 19 neighborhoods, each behind a privacy gate, connected by pathways and waterways that reach Osprey Lake. On a waterfront lot there, the setback and easement questions come first. Compass Pointe, also gated, is built around a golf course. Both run architectural review of their own. Dues and review turnaround differ between the four communities, and each association has the current figures.
Village Road, the corridor Leland grew from, still carries a mix of older houses, small commercial buildings and infill lots that answer to the town's zoning table alone, with no ARC or covenant review. Belville keeps a separate council, a separate code and a separate permit counter, and a parcel there follows Belville's process even where the address reads as Leland. Past the town limits the rules change again. South down US 17 and NC 133, Winnabow is unincorporated county ground under Brunswick County's ordinance. East across the water, the city of Wilmington is where much of Leland commutes, and it has its own city code in New Hanover County. Across the river to the northeast, Castle Hayne has the same mix of older road frontage and newer rural growth, under New Hanover County's code.

- Only if the town council has rezoned the parcel into a FlexCode Zone, marked on the official zoning map. Inside that zone, Chapter 30 (the FlexCode) replaces the conventional districts as the lot's zoning, with its own lot and building rules. A subdivision's name or age says nothing about it, so we check the zoning map with Planning & Inspections before a site plan is drawn.
- Which wind speed applies to my Leland lot, 140 mph or 150 mph?
- It depends on which side of US 17 the parcel sits. Table R301.2(4) of the 2018 North Carolina Residential Code splits Brunswick County at that highway, with the lower figure to the west and the higher to the east, and because the road runs through Leland, one town holds both zones. A design professional confirms the figure for the parcel before the framing is drawn. Both numbers sit above 130 mph, so the residential code requires the house to be designed under the WFCM, ICC 600, ASCE 7 or the building code, beyond its own prescriptive tables.
- Do I need a town permit if I build inside a gated community in Leland, NC?
- Yes. Leland's zoning and building code governs every lot inside its limits, gated or not, and a project needs a town-issued zoning-compliance certificate and building permit whatever a community's architectural review board approves. Inside a community such as Brunswick Forest, Magnolia Greens, Waterford or Compass Pointe, the town process runs alongside a private design review with its own guidelines, submittal requirements and timeline, so that review is the one to start early.
- What is the freeboard requirement near the Brunswick River or Sturgeon Creek?
- Where a lot has a base flood elevation established, the town's flood ordinance sets the regulatory flood protection elevation two feet above it; where no base flood elevation has been established, the elevation is set at least two feet above the highest adjacent grade instead. - Does building in Leland, NC ever require a CAMA permit?
- It can, and the town's paperwork assumes as much. Brunswick County is one of North Carolina's twenty coastal counties, so under Sec. 66-30 an application for a zoning-compliance certificate has to show the location of any applicable Area of Environmental Concern, and Leland's building inspector serves as the local permit officer under the county's CAMA implementation plan. Leland has no ocean shoreline, so the ocean-hazard setbacks that govern the barrier-island towns do not apply here. What can reach a parcel instead is the estuarine shoreline designation along the Brunswick River and its tidal creeks, and the NC Division of Coastal Management determines whether it reaches a particular lot.
- Can I build a detached ADU in Leland, NC?
- Possibly, and three things decide it. The zoning district comes first: Sec. 66-162 permits a detached accessory apartment in the R-20, R-15, R-6, PUD, RMH and multi-family districts, capped under Sec. 66-229(b)(3) at 35 percent of the house's lot coverage or 1,200 square feet, set entirely behind the principal structure, and no taller than the main house or 35 feet, whichever is less. Utility service comes second, because a lot on well and septic carries different lot-size arithmetic than one on public water and sewer. - My lot backs up to a subdivision stormwater pond. Does that limit what I can build?
- Usually, yes, in a defined way. Runoff here is managed at the scale of the whole subdivision, permitted as one system when the plat was recorded, and that plat typically carries a maintenance easement and a setback from the water's edge that trims the buildable footprint on any lot touching the pond. Those lines come from the subdivision's recorded documents, and the site analysis reads them off the recorded plat for that lot.
- Is my Leland lot on public water and sewer, or well and septic?
- Lots inside the master-planned communities are generally on public water and sewer. Brunswick Regional Water and Sewer, known locally as H2GO, serves Leland along with Navassa and Belville. Outlying and rural parcels beyond public service still rely on a private well and septic system, and the town's zoning table accounts for it directly: minimum lot size in the R-6 district is larger for a lot that isn't served by both public utilities. On those parcels, septic capacity can move the footprint. Confirm service for a specific address with H2GO before a design assumes either one.
