Atkinson's grid of town squares and building lots, mapped in 1890 and recorded in 1902, still sets the shape of this small incorporated town in the northwestern interior of Pender County, with the Black River close by to the west and farm and timber land running out from every edge. The questions it raises are inland ones: river flooding, open-field wind, and the well, septic and old shade of a family home place, a different set from the island and sound-side lots on the coastal side of our work across Pender County. The farm and timber land beyond the limits generally answers to Pender County's code; inside them, the town keeps its own board and its own water system, and on June 25, 2026 it adopted a Unified Development Ordinance of its own. Atkinson's grid sits inside a much larger stretch of farmland.
Atkinson lies in the northwest of Pender County, on the stretch where NC 11 and NC 53 run as one road: they cross the Black River out of Bladen County, turn east at the town and part again at Wards Corner on US 421, while the county's farmland runs on toward the Sampson County line. The town itself is a surveyed grid of squares and lots, and the grid is still the clearest boundary anyone will find: inside it, lots are town-sized and were laid out generations ago; beyond it, in every direction, parcels turn into farm and timber tracts measured in acres. The Black River runs close by to the west, a slow blackwater river draining a wide stretch of Sampson and Pender on its way to the Cape Fear. The river shapes the flood question here. The farmland shapes nearly everything else.
The name first appears on a Pender County deed in 1890. William Hezekiah Lewis started the settlement on 100 acres his mother had deeded to him, and Roger P. Atkinson, the engineer who laid out its squares and building lots, gave the place his name; his map, drawn in 1890, was recorded in 1902, and the town incorporated in 1909. Around the turn of the century it was a busy place of farms and small industry and a convenient stop on the Cape Fear and Yadkin Valley Rail Road between Wilmington and Fayetteville; the rail bed still runs through the middle of town, its tracks long since pulled up. That history explains why in-town parcels read the way they do today: small, old, and fixed to a surveyed grid laid out generations before curving subdivisions became the norm. Where a lot backs onto the old rail bed, the boundary survey is what settles where it ends.

A project here starts by naming which of those it is, because the rulebook, the utilities and the site questions all follow from the answer. A lot on the grid is inside the town limits, on the town's water system, and starts its questions at Town Hall. A home-place tract beyond the limits usually runs on a well and a septic permit and answers to the county. The nearest comparisons are close at hand: building in Burgaw, the county seat to the east, brings the same inland physics under a larger town's own development code, and building around Currie, to the southeast, and building around Rocky Point, farther south, raise similar well, septic and flood-map questions on unincorporated county land.

Atkinson writes its own development rules. The town adopted a Unified Development Ordinance on June 25, 2026, written to supersede and replace its earlier zoning, subdivision and flood ordinances (UDO §1.16); we confirm with Town Hall that it has taken effect, since the section that sets its effective date was left blank in the adopted copy. It reaches all property within the town's planning and development regulation jurisdiction, district by district as the Town of Atkinson Zoning Map draws them (§1.4.1), and it divides the town into three primary districts: R-12 Residential, B-1 Central Business and GS Green Space (§7.3).
The same ordinance says who applies it. A UDO Administrator, appointed by the town under G.S. 160D-402, interprets the ordinance and issues zoning permits for uses allowed by right (§§1.12, 3.3.1), and the town may contract that role out to another local government or a private firm (§3.3.3). Building inspections are carried out by an agent the town designates (§2.12), and a certificate of occupancy waits on two sign-offs: the building inspector's, after final inspections, and the Administrator's certificate of zoning compliance (§2.19). The town's general ordinances, last revised in 1989, require a building permit from the Pender County Building Inspector for any construction inside the limits, at the county department's fees. We confirm with Town Hall which person or office fills each of those roles before a site plan is drawn.
For a house on the grid, the district that usually applies is R-12, which the ordinance intends for single-family living on public water with private or community sewer (§7.3). Its row of the §7.6 table asks for 12,000 square feet of lot and 70 feet of width, holds a house 25 feet back from the front line, 8 feet from each side and 30 feet from the rear, and caps height at 35 feet; §2.6 allows one principal residential building per lot. The town map was drawn in 1890, long before any of those numbers, so an older in-town lot is measured against them before anything is sketched; a lot that falls short can still be used by right under §5.2 if it meets every other standard of its district, and one that cannot goes to a variance. Which district a particular lot carries is read from the zoning map.
Beyond the limits the rulebook changes hands. The farm and timber land around the town is generally unincorporated Pender County, zoned under the county's Unified Development Ordinance, adopted in 2010 and amended many times since. Review there is the county's: the official the UDO names as its Administrator for zoning, a county floodplain administrator under Chapter 18, Flood Damage Protection, of the county Code, county building inspections for the permit, and Environmental Health for wells and septic. The town's ordinance also refers to an extraterritorial jurisdiction, so for a tract close to the line we check the Town of Atkinson Zoning Map and confirm with Town Hall which side it sits on, whatever the mailing address.
Article 4 of the county UDO sets out its districts: RA (Rural Agricultural), RP (Residential Performance), RM (Residential Mixed) and MH (Manufactured Housing Community) among the residential districts, with business, office, industrial and conservation districts and overlays for flood hazard, watershed protection and aviation support. The RA column of the §4.14 dimensional table shows the kind of standard involved: an acre of lot and 100 feet of width, a principal structure set back 30 feet front and rear and 15 feet at each side, and height topping out at 35 feet. Those figures belong to land actually mapped RA; which district a county tract carries comes off the county's zoning map, and we confirm it with Planning & Community Development.
Footnote (2) to the same table ties height to the flood elevation. In the RA, RP, RM and PD districts, a house inside a Special Flood Hazard Area may add up to ten feet to its height limit, five feet for every two feet it is built above the regulatory flood protection elevation, to a ceiling of 45 feet. Chapter 18 puts that elevation two feet above the base flood elevation (Sec. 18-5), so on a county tract that falls toward the Black River the footnote decides whether an elevated house with a full roof pitch fits the envelope, and the site-and-climate read that opens our process finds it before a roofline is drawn.
So the question at the town line has a short answer. A lot inside the limits is zoned under the town's 2026 ordinance, flood-reviewed under its Article 12 and inspected by the agent the town designates; a tract beyond them answers to Pender County's UDO and Chapter 18. Our first call on an Atkinson project goes to Town Hall, at 200 N. Town Hall Ave., to confirm which side of the line a lot sits on and who currently holds the inspection role.

Atkinson's 130 mph figure still falls under the code's high-wind rule.
Note j to Table R301.2(4) of the 2018 NC Residential Code splits Pender County into three ultimate design wind speeds: 150 mph east of the Intracoastal Waterway, 140 mph in Topsail Township west of it, and 130 mph in the remainder of the county. Atkinson sits in that remainder, in the northwestern interior and far from both the township and the waterway, so its figure is 130 mph. The number looks modest beside the beach towns, yet it lands exactly on the threshold of Section R301.2.1.1, which sends construction wherever the ultimate design wind speed equals or exceeds 130 mph to a high-wind design standard: the Wood Frame Construction Manual, ICC 600, ASCE 7 or the International Building Code. The town sits in Pender's lowest wind zone and still on the high-wind side of that line. What it sits outside of is Chapter 46: R4601.1 applies the code's coastal and floodplain construction chapter in coastal high hazard, ocean hazard and regulatory floodplain areas and in the 150 mph zone, so on an Atkinson lot Chapter 46 arrives only if the flood map puts the house in a regulatory floodplain.
The Black River is the flood question here. The risk that matters is the river rising after heavy rain upstream, hurricane rain included, on a river that drains a wide stretch of farm and swamp country, and the useful question is where the mapped floodplain sits relative to the house site. The current FEMA FIRM panel and the NC Flood Risk Information System answer that for the specific parcel. On county-zoned tracts, building in a Special Flood Hazard Area falls under Chapter 18, Flood Damage Protection, of the county's Code of Ordinances rather than the UDO. Sec. 18-5 fixes the regulatory flood protection elevation two feet above the base flood elevation, or two feet above the highest adjacent grade where no base elevation has been set, and Sec. 18-73 holds a new or substantially improved house to that line. Inside the limits the town's own flood article, Article 12 of its UDO, applies instead, with the same two feet of freeboard and the Mayor or a designee as floodplain administrator.
The ground changes with the distance from the beach. Interior Pender soils can run from sandy ridges to heavier, wetter ground in the low places, and they hold water differently from the island sand the county's beach towns build on, which is reason enough for a soils look on any farm parcel before a foundation type is chosen. A tract farmed for generations can carry compacted zones and old field ditches, and a foundation and stormwater plan drawn without that history in hand can meet them mid-construction.
Pender is a CAMA county, and Atkinson sits under its certified plan. Along a river, an Area of Environmental Concern is a narrow shoreline band: 75 feet for an estuarine shoreline, or 30 feet for a public trust shoreline upstream of the state's line between coastal and inland fishing waters (15A NCAC 07H .0209). We check a tract on the Black River against the Division of Coastal Management's maps, and with no local permit officer in Pender, the Division's Wilmington office handles any permit.
The insight article on why coastal houses need a different standard sets out how wind, moisture and exposure become engineering inputs, and the argument holds in Atkinson with the inputs changed: less salt, the same heat and humidity, a river in place of a surf line. Durability planning for a farmhouse follows the same discipline as for a house on open water.
We start with what's already on the home place.
On an Atkinson home-place parcel, the formal site analysis behind every new home starts with what is already there: an existing well and septic system, sometimes decades old, whose location and condition set real limits on where a new structure or a replacement system can go. Drainage across flat farmland is its own question: this ground rarely has the fall a hillside lot offers, and where water actually moves after a heavy rain matters as much to a foundation decision as the flood map does. Mature shade is common too, old oaks and pecans planted generations ago, and the site read has to weigh their value against the solar exposure a design might actually want.
On an in-town lot the questions shift. A grid lot inherits its dimensions and its access from the town's original survey, drawn long before current standards existed, and the site analysis reads the actual boundaries, the lot's relation to any mapped flood edge, and whatever easement or right-of-way the plat already carries.
Utilities are part of that read. The town's water ordinance requires new construction to connect to the municipal system before a certificate of occupancy is issued, so on a grid lot the analysis locates the main and the service as carefully as it would locate a well on a farm tract. Wastewater takes its own line in the report. The town's general ordinances provide for septic tanks built to state specifications under a Pender County Health Department permit, and its residential district contemplates private or community sewer alongside public water, so the analysis plans a drainfield area on a grid lot as well unless we confirm with Town Hall that a sewer line reaches it. Both kinds of lot then receive the same written deliverable: a flood-zone classification, a wind-exposure reading, a sun path across the seasons, and the access and utility constraints of that ground, filed in the private client workspace before a line is drawn.
The site analysis is the document that tells a family choosing between a home-place parcel and a smaller in-town lot what each one will actually support, in engineering terms. On a tract that has been in a family for generations, that reading often turns up questions worth answering before land is subdivided or a house site is chosen at all: septic capacity, access-easement width, and how a new structure sits relative to whatever older buildings remain on the property, including a farmhouse the family may still want standing.
Near the Black River, the analysis reads riverine flood elevation, soil drainage and how far the buildable envelope sits from the wettest ground.
Open fields raise the wind load this house has to answer for.
Many houses around Atkinson stand alone at the edge of a field, with a tree line on one side and open cropland on the others, and the code treats that openness as a load in its own right. Section R301.2.1.4 of the NC Residential Code sets an exposure category for each wind direction: Exposure B for wooded or built-up terrain, and Exposure C for open terrain whose scattered obstructions stay under about 30 feet for more than 1,500 feet from the building site in any quadrant, flat open country included. A field running that far from the house site meets the definition on its side, and a house in the trees still takes Exposure C from any direction where it sits directly beside more than 600 feet of open ground. The difference is large. Run through the velocity-pressure coefficients of ASCE 7, a one- or two-story house at 130 mph in Exposure C carries roughly the velocity pressure of a 150 mph house in the sheltered Exposure B of a wooded subdivision. The site analysis records exposure direction by direction, and where a site sits in the transition between categories, the code takes the one that produces the larger force.
That exposure is the case for FORTIFIED Gold on open farmland, which is pursued on every Tropical Tides project: the roof, the walls, the openings and the continuous load path that ties them to the foundation, designed to the standard set by the Insurance Institute for Business & Home Safety. The work is third-party verified before IBHS issues the designation, and the load path being checked responds the same way whether the wind crossed open water or half a mile of field.
Airtightness carries a different argument this far inland. Salt spray drops out of the picture, and the climate stays hot and humid for much of the year, while a farmhouse form built around a wraparound porch or a deep roof overhang makes the continuous air barrier harder to draw: every porch connection and roof transition is another place the line can break. The goal is a sub-1.0 ACH50 design target, written into the drawings and confirmed by a blower-door test on the finished house before handover. Ventilation for a tight farmhouse explains how mechanical fresh air pairs with that air barrier so a tight house keeps humidity control without stale air.
The air barrier has to work at the porch, the same as everywhere else on the house.
Where the porch roof meets the house wall, the air barrier and the flashing are drawn as one sequence, and the porch ceiling stays outside the conditioned envelope unless the design deliberately brings it in. The mechanical system is sized to the house's actual loads, calculated room by room. A tight farmhouse shaded by deep porches gains less heat than its square footage suggests, and equipment sized by rule of thumb reaches temperature quickly and shuts off before it has taken much moisture out of a humid Atkinson summer. Equipment matched to the real load, with dedicated ventilation, is what keeps the inside dry while the air outside stays heavy.
New construction in Atkinson sometimes replaces an old farmhouse.
An old Atkinson farmhouse and a small house on the town grid often carry the same underlying issues: a crawlspace or block foundation built before moisture control was standard practice, framing that has moved and settled over decades, and systems patched over the years. Renovating an older farmhouse here starts with a read of what the existing foundation, framing and roof can carry forward against what makes more sense to rebuild, and that read belongs to the same site analysis used on new construction.

Near the Black River's mapped floodplain, a renovation can meet the substantial-improvement rule. Both flood ordinances that can reach an Atkinson house draw that line in the same place: work costing 50 percent or more of the structure's market value, counted over any one-year period, is substantial improvement (Pender County Code Sec. 18-5; Town UDO Article 12), and the house is then held to the elevation and construction standards for new construction. How market value is set for a specific house, and which floodplain administrator applies the rule, follow from the side of the town line it stands on, and we set a renovation scope with that answer in hand.
A new house on the family land, on the old footprint or on a fresh site elsewhere on the property, is the other path, and it designs in from the start the moisture control a humid crawlspace needs, which a renovation has to retrofit into an old structure: a drainage plan for flat ground and heavy rain, a foundation detail suited to the site's soil and flood context, and mechanical systems sized to the house. Crawlspace moisture planned early applies on either path. Both start from the same written site analysis, and the choice between them is a design decision made with real information already in hand.
A second dwelling on the home place starts with the drainfield.
The town line answers the second-house question before anything else does. Inside the limits, the town's own UDO allows no more than one principal residential building on a lot (§2.6), so a second full house needs a lot of its own, and the R-12 minimum of 12,000 square feet is the figure any proposal to divide an older in-town parcel is measured against. What the town ordinance does provide for is an accessory apartment on an in-town lot: its table of uses lists one as a permitted use in both the R-12 and B-1 districts, and we confirm with the UDO Administrator how it fits a particular parcel before it is drawn.
Beyond the limits, county-zoned home-place land runs on Pender's UDO, which allows either a second principal house on the same lot or one detached accessory unit kept subordinate to the main house (§5.3.2). On land mapped RA, the first path asks for a full acre of lot for each house and 30 feet between them; the second keeps a smaller cottage inside the side and rear setbacks the district sets for a principal house. Which path a tract has depends on its district, which we read from the county zoning map.
On many Atkinson-area home-place parcels, the practical limit arrives before the zoning one does: septic capacity. A second dwelling, in whichever form the ordinance allows it, needs its own wastewater solution or enough capacity in the existing system to serve both households, and that is a question for the county's environmental health review well before it becomes a design decision on paper. Well capacity deserves the same early look, particularly on a parcel that has drawn from the same well for generations and is now being asked to serve a second household.
The county ordinance also asks how a house is reached, and on a farm tract the answer is often a shared lane. Where a house site does not front a public road, access has to run over an easement at least 20 feet wide (§5.3.2.B.1), and a lane that has served one farmhouse for decades is not always documented as one. A lane serving two households also raises maintenance and utility questions worth settling on paper before construction starts, particularly where it crosses ground either family still farms. We take those answers into the first conversation with the county.

- How does flooding work on a farm parcel this far from the ocean?
- Here the flood question comes from the Black River: it rises after heavy rain, hurricane rain included, on a river that drains a wide stretch of farm and swamp country. A parcel's designation comes from the current FEMA FIRM panel or the NC Flood Risk Information System. On county-zoned tracts, Chapter 18, Flood Damage Protection, of the Pender County Code governs building in a Special Flood Hazard Area, and Sec. 18-5 sets the required elevation two feet above the base flood elevation. Inside the town limits, Article 12 of the town's own UDO carries the same two feet.
- Can I build a second house or an ADU in Atkinson, NC?
- That depends first on which side of the town line the land sits. Inside the limits, the town's UDO allows one principal residential building per lot, so a second full house needs its own lot, while an accessory apartment is a permitted use in the R-12 and B-1 districts. Beyond the limits, Pender's UDO allows either a second principal house on the same lot, where each meets the district's lot size on its own, or one detached accessory unit capped at 33 percent of the main house's heated area. - Will you design a new house on inherited family farmland near Atkinson?
- Yes. - Does Pender County's lowest wind zone mean a lighter-built house in Atkinson?
- No. Note j to Table R301.2(4) of the 2018 NC Residential Code gives Pender three zones: 150 mph east of the Intracoastal Waterway, 140 mph in Topsail Township west of it, and 130 mph in the remainder of the county, where Atkinson sits. At 130 mph, Section R301.2.1.1 still requires design to a recognized high-wind standard. Open farmland also tends to put a house in Exposure C, which raises the design pressure well above what a wooded lot sees at the same speed. - Is it better to renovate an old Atkinson farmhouse, or rebuild it?
- It depends on what the foundation, framing and roof structure can carry forward, and the site analysis is where that gets decided, before anyone commits either way. Close to the river, a large enough renovation can also fall under the substantial-improvement rule and be held to new-construction elevation standards. Keeping the house and replacing it on its footprint both stay open until the analysis is in hand.
- What happens when a family tract straddles the Atkinson town line?
- Two sets of development rules reach it, and the town's UDO names the way to settle that. Under §2.20, the town and the county may, by mutual agreement and with the landowner's written consent, assign one of them exclusive planning and development jurisdiction over the whole parcel, evidenced by resolutions from both boards recorded with the Pender County Register of Deeds. Without such an agreement, each part answers to its own rulebook, so the site analysis locates the line before a house site is chosen.
- What is different about building inside Atkinson, NC versus just outside it?
- The ordinance and the offices. Outside the limits, the county's Unified Development Ordinance governs, flood work falls under the county's Chapter 18, and county offices review. - Will a new house in Atkinson be on town water or a private well?
- Inside the limits it will be on town water: the water ordinance makes connection to the municipal system a condition of the certificate of occupancy for new construction, so a grid lot plans for a service line rather than a well. On farm tracts outside the limits, a private well is the usual answer, permitted through the county's environmental health program along with any septic system.
