Oak Island was two beach towns until 1999.
Hurricane Hazel struck in October 1954, and at what was then Long Beach its surge left only 5 of 357 buildings standing. The low, single-story cottage that followed became the default building type for the next several decades: modest footprints, low rooflines, built quickly on ground that had just been cleared. That cottage stock is now the housing base a design has to reckon with. Much of it has aged past the point where a simple remodel solves the underlying problem, and many Oak Island lots are better cleared for new homes built from the pile caps up.
On July 1, 1999, the Town of Oak Island was incorporated by merging the separate municipalities of Long Beach and Yaupon Beach with adjoining unincorporated Brunswick County land. The town's own flood ordinance still keeps that history alive in its definitions: the cutoff dates that decide whether a building counts as an existing structure for flood-compliance purposes are still keyed to which of the three pre-merger jurisdictions a given parcel sat in. For a design and permitting process, the practical result is one long grid, with Oak Island Drive as the spine and SE, SW, NE, and NW numbered streets running off it toward the water on either side.

An Oak Island address carries more information than a location. The numbered streets take a quadrant prefix off the Oak Island Drive spine, so an SE or SW address generally sits on the ocean side of that spine, toward Beach Drive (and, on the western half of the island, Davis Canal), while an NE or NW address sits on the sound side, toward the Intracoastal Waterway. A parcel deep in the grid, away from either shoreline, is inland by barrier-island standards and still answers to the same town code as the water-facing rows around it. Which row a lot occupies is among the first things a site analysis settles, because the ocean, the canal, and the inland grid are three design problems that happen to share one zoning code.
What draws people to Oak Island is the length of it. The town holds a long, continuous public beach with fishing piers on it, the Oak Island Pier and the Ocean Crest Fishing Pier among them. The scale stays residential from one end to the other, which is part of the appeal and also part of the design brief. A new house here is read from the street by neighbors who have watched the block turn over one lot at a time, and a design that ignores that reading tends to look like it was drawn somewhere else and shipped in.
Every Oak Island lot answers to two codes.
Oak Island's land-use rules are codified in two places. Zoning and site standards sit in Appendix A of the town's Code of Ordinances, its Unified Development Ordinance, while flood-related building requirements sit separately in Chapter 18, Article IV, administered by a town-appointed floodplain administrator. A design has to satisfy both before a pile goes into the ground: the UDO's zoning and site standards and the flood chapter's building requirements.
Residential building permits and inspections run through the town's own Development Services department, at 4601 E. Oak Island Dr., not through Brunswick County. The department covers Building (permits and inspections), Planning, CAMA Permitting, and Stormwater Management. Its CAMA role is defined narrowly and worth reading in the town's own words: the department assists with review and submission of Major, Minor, and General permit applications under the Coastal Area Management Act. Decision authority for a CAMA Major permit sits with the state's Division of Coastal Management. Which track a project falls into is worth settling with the department early, because it sets the sequence for everything downstream of it.
The dimensional envelope on any one lot (minimum lot size, setbacks, building coverage, height) comes from the residential zoning district mapped to that parcel. Those numbers vary by district, and the town's planning staff confirms them for a specific address in a single call. A formal site analysis places that call early, with the parcel's district and its flood zone both on the table before a floor plan exists, because a design drawn against the wrong envelope is a design that gets drawn twice.
Above the town sits the state framework. North Carolina's Division of Coastal Management administers CAMA permitting across the state's twenty coastal counties, Brunswick among them, on separate Major, Minor, and General tracks; local permit officers appointed at the municipal level can issue some of those permits directly. Which office ultimately decides an Oak Island application depends on the track, and the track depends on what is proposed and on where the parcel's areas of environmental concern fall. That question gets asked for each Oak Island lot, whatever a neighboring town decided about a similar one.
Water and sewer come from the town.
Utilities are a town service here. Oak Island runs its own Public Utilities department for water and wastewater, and the island moved off individual septic systems onto a town-wide sewer system tied into Brunswick County's regional wastewater infrastructure across 2005 and 2006. That history changes what a lot on this island actually is. A rural parcel inland begins with a soil evaluation and a septic field that shapes the entire site plan around it; an Oak Island lot begins already served, and the site questions shift to where the tap sits and which easement crosses the ground. The town's collection system mixes gravity lift stations with vacuum stations, the kind of detail that reads as trivia until a connection point decides where a driveway can go, so tap location, easement, and available capacity get confirmed with Public Utilities while the site plan is still a draft.

One island, three kinds of water.
Every new home on Oak Island designs to the same ultimate design wind speed: 150 mph, the value the 2018 North Carolina Residential Code assigns to Brunswick County east of US 17, and the same figure the town publishes in its own flood-information guidance. What differs by row is exposure. An oceanfront lot facing open water reads differently to a structural engineer than a canal lot with rooflines and vegetation between it and the fetch, and the engineer confirms that exposure classification for the specific parcel during design.
The flood zone can change within a few streets.
Flood mapping varies the same way, and it varies over shorter distances. Much of the ocean strand is mapped as coastal high hazard (a V or VE zone, where the modeled event is a breaking wave), and the town is explicit that any structure sitting partly or wholly in a V zone has to be designed by a licensed design professional. Step back from the dune and the mapping more often falls into the A-zone family, where the flood is real but arrives without the wave load, and the structural conversation changes with it. What a specific lot carries is a matter for FEMA's Flood Insurance Rate Maps and the state's Flood Risk Information System. That answer gets looked up, and the time to look it up is before an offer goes in on a parcel.
Davis Canal is a marsh-edged tidal canal behind the oceanfront, set apart from both the open Atlantic and the Intracoastal; lots along it answer to drainage and tidal flooding on a different timeline than an oceanfront lot answers to storm surge. Salt reaches every row on a barrier island this narrow, so corrosion-resistant fasteners, connectors, and exterior equipment are specified for a canal lot as they are for Beach Drive, before the lumber order goes in.
The mapped zone also decides what may sit underneath the house, which is how the row question reaches the foundation drawings. In the A zones, an enclosure below the lowest floor needs flood openings that let floodwater pass through. In a VE zone the space stays open, or is closed only with walls built to break away before the house does. Two houses a few streets apart can be built to those two different rules, and Sec. 18-612 sets out the details for each.
The argument for treating salt, wind pressure, and humidity as structural inputs is worth reading before a first sketch, because on Oak Island it has to be made three times over, once for each row. A plan drawn for the ocean strand and then set down on a canal lot carries foundation, enclosure, and finished-floor logic that answer a question the parcel never asked.
First, we work out which row your lot is on.
A formal site analysis is a written document, delivered before design begins, and on Oak Island it is built around the row question first: which shoreline the parcel actually answers to, and what that means for flood zone, wind exposure, and finished-floor elevation before a single wall gets located on the plan.
On an oceanfront parcel, the analysis works out where the CAMA ocean-hazard construction setback lands, measured from the first line of stable natural vegetation. The exact distance is calculated per lot under state coastal-management rules, and it moves as the vegetation line moves; it is confirmed for a specific parcel with the town's CAMA permitting staff or the Division of Coastal Management field representative, and any figure published ahead of that measurement is a guess wearing a decimal point.
Finished-floor elevation follows from the parcel's flood zone. Where a base flood elevation has been set, the code requires the reference level (the top of the lowest floor in most zones, the bottom of the lowest horizontal structural member in a VE zone) no lower than that base elevation plus a foot of freeboard; where no base elevation has been established, the floor sits at least two feet above the highest adjacent grade instead. Freeboard on Oak Island is set by the town's own flood ordinance, and the site analysis works out which version of the rule a given lot falls under before foundation design starts.

What can happen underneath an elevated house is governed by its own set of rules, and pile embedment depth is an engineering determination driven by soil borings on the specific lot. Above the pile caps, orientation does real design work too: which elevation catches the prevailing sea breeze, which faces the dune or the canal for the view worth building glass toward, and which needs to give ground to salt and storm exposure instead of a window wall.
That written analysis goes into the client workspace alongside every decision made afterward, and the rest of the design process reasons against it for the life of the project.
A house on pilings has six sides to seal.
FORTIFIED Gold asks for a continuous load path from roof to foundation, verified by a third party. On an elevated Oak Island house, that path runs further down than it does on most inland homes: down through the floor framing, into the pile caps, and into pilings driven or augered to depth in barrier-island sand. Every connection in that chain is pursuing the same certification standard, whether the house sits on a slab a few miles inland or a full story up on pilings along Beach Drive.
Airtightness works differently, too, when the floor is raised off the ground. The building enclosure of a pile-supported house counts six sides: walls, roof, and an elevated floor deck all have to hold the same continuous air barrier for the sub-1.0 ACH50 target to mean anything. That number is a design target carried into construction and confirmed by blower door before handover, and treating the underside of the floor as part of the enclosure is where that target is won or lost.
Moisture Planning Before Year Eight lays out why drying potential matters on a longer timeline than a walk-through catches, and a raised floor over tidal ground is where that logic gets tested hardest. A floor assembly over open, ventilated space beneath a Davis Canal or marsh-edge lot sees humidity from below as well as from the salt air around it, and the materials and detailing chosen for that floor have to be able to give moisture back rather than trap it against framing no one inspects again for years.
On an elevated Oak Island house, the load path runs from the ridge all the way down to the pile caps.
The rest of the performance standard follows the same logic: mechanical equipment sized to the home's real loads so it runs long enough to control humidity instead of short-cycling, and durable material choices at every connection that meets salt air directly. Here it applies to a house that spends its structural life a story above grade, with salt air on every side.
New construction on Oak Island often starts with an old cottage.
Much of Oak Island's existing housing stock is the low, single-story cottage that followed Hurricane Hazel, built quickly on lots that had just been cleared. Many of those cottages give way to new construction, and the reason is usually the same one: a cottage built to a mid-century footprint on a barrier-island lot rarely has the floor elevation, the load path, or the airtightness a current design target asks for, and rebuilding from the pile caps up is often the more direct route to it.
Renovating an older Oak Island cottage
Where an existing house is worth keeping, renovation on Oak Island runs through the same flood ordinance that governs new construction. The code carries a defined idea of an existing, pre-FIRM structure, one begun before the first flood insurance rate map for its part of the island took effect, and the ordinance's own definitions still track that status back to which of the three pre-merger jurisdictions a given lot sat in. Renovating or substantially improving one of those older cottages runs through the flood ordinance's own thresholds, applied by the floodplain administrator parcel by parcel. What threshold a specific project trips, and what elevation or floodproofing follows from tripping it, is settled with the town before the scope of the renovation is fixed. Finding out in the other order, scope first and threshold second, is how a cosmetic remodel becomes an elevation project halfway through.
An ADU on Oak Island is a use question first.
An accessory dwelling unit is a different kind of question again. It is a use question, answered by the town's table of uses for the district a parcel sits in. Whether a second dwelling is permitted on an Oak Island lot, and on what terms, gets checked against that table before anything is drawn; dimensional limits, parking, and built-upon area can each close the door even where the use itself is open. It is worth understanding early what an ADU has to solve for on a coastal lot: elevation, access, and where the mechanical equipment lives. On this island the permitting answer still comes first, and the drawing follows it.
Coverage is the limit people forget until late. The code measures it as built-upon area, the impervious and partially impervious ground that a house, a drive, a parking pad beneath the structure, and every hardscape surface add up to together. What a given parcel may carry comes from its district and from the stormwater rules sitting alongside it. Ask for that figure by address before a site plan hardens around a courtyard nobody can afford in square feet. A quieter permit sits next to it: constructing or reconstructing a driveway approach takes its own permit from the town, driveway work inside a state highway right-of-way takes NCDOT approval on top of that, and the code holds a single drive on an interior lot to twenty-four feet where it meets the right-of-way.
From the Caswell Beach line to Lockwood Folly Inlet
Oak Island reads differently end to end, a legacy of the two towns that merged into one in 1999. Off the east end, past the town line in the town of Caswell Beach, stands the Oak Island Lighthouse: it carries the island's name and sits in the neighboring town, a distinction that matters to a permit application.
The long middle stretch, with its numbered SE and SW streets off Oak Island Drive, holds much of the town's oceanfront. Here the row question shows up within a short walk: an oceanfront lot, a Davis Canal lot behind it, and an inland lot further back still can sit within a few blocks of each other and answer to three different flood zones.
- The east end, nearest Caswell Beach and the lighthouse across the town line.
- The long middle stretch, where oceanfront, canal and inland lots sit a few blocks apart.
- The west end, narrowing toward Lockwood Folly Inlet and Holden Beach across the water.
At the west end, the island narrows toward Lockwood Folly Inlet, with Holden Beach across the water. Inlet-adjacent ground behaves differently than the rest of the shoreline, because erosion and accretion near an inlet move faster than they do along a straight stretch of beach, and a lot out there gets its own reading during a site analysis.
Two other Brunswick County towns bookend the comparison worth making before settling on Oak Island. Southport is the river town the practice calls home, a different exposure entirely; St. James sits up NC 211 from Southport, on the mainland across the waterway from Oak Island, a planned, gated community with its own governance and architectural review. Both are useful context for what "Brunswick County coastal" actually spans.

- Does it matter whether my Oak Island lot is oceanfront, on Davis Canal, or on the Intracoastal side?
- Yes. The row changes flood zone, wind exposure, and often the construction setback, which together shape finished-floor elevation, the foundation type, and how much of the budget goes into elevated construction. An oceanfront lot and the Davis Canal lot behind it can carry different flood designations even though they sit in the same numbered block. A site analysis pulls FEMA and state flood-map data, the parcel's zoning district, and its wind-exposure conditions before any of those decisions gets made.
- Can I renovate an older Oak Island cottage without elevating it?

- Narrowly. It is for parking, building access, or limited storage of maintenance equipment, never finished or conditioned living space, apart from a tightly defined access enclosure of no more than 299 square feet built in flood-damage-resistant materials with its equipment elevated. In the A-zone family an enclosure needs flood openings on at least two different walls, sized by the code's square-inch-per-square-foot formula. In a VE zone it stays free of obstruction instead, or uses lattice, screening, or breakaway walls designed to a safe loading resistance of between ten and twenty pounds per square foot. Where there is an enclosure at all, the owner records a non-conversion agreement with the Brunswick County Register of Deeds before the permit issues, and the town states that it inspects those enclosures annually.
- Does it matter whether my lot was originally in Long Beach or Yaupon Beach before the 1999 merger?
- It can. Oak Island's flood ordinance defines 'existing structure' and 'pre-FIRM' status with cutoff dates that still track back to which of three pre-merger jurisdictions a parcel sat in (the old Town of Long Beach, the old Town of Yaupon Beach, or unincorporated Brunswick County) before the July 1, 1999 consolidation created the Town of Oak Island. Two cottages built in the same decade, a street apart, can carry different existing-structure status for flood-compliance purposes if they happened to sit on opposite sides of a boundary line no current map shows. Development Services applies that history parcel by parcel.
- Do I need a permit for a driveway on Oak Island?
- Yes. The town's Unified Development Ordinance requires a Development Services permit before a driveway approach is built or rebuilt, and driveway work inside a state highway right-of-way needs NCDOT approval on top of that before the town will issue its own permit. The code also caps a single driveway on an interior lot at 24 feet wide where it meets the right-of-way. It is a small permit next to a flood elevation or a load path, and an easy one to miss until a site plan is already drawn around a wider approach than the code allows.
- Can I build or replace a bulkhead along Davis Canal?
- Most bulkhead and riprap work on an estuarine shoreline like Davis Canal is reviewed under CAMA's general permit for bulkheads and riprap revetments, which sets material standards (vinyl, steel sheet pile, concrete, stone, or timber for a bulkhead; granite, marl, or concrete without exposed rebar for riprap) and keeps a riprap revetment within ten feet waterward of the normal high water or normal water level. Which track a specific project falls under, Major or General, depends on the scope of work and the shoreline's Area of Environmental Concern status. Oak Island's CAMA Permitting staff can confirm the track and assist with the submission; the Division of Coastal Management decides anything outside the general permit's scope.
- What is different about a lot near Lockwood Folly Inlet on the west end?
- Inlet-adjacent ground carries its own CAMA Area of Environmental Concern, the Inlet Hazard Area, distinct from the ocean-hazard rules that apply along a straight run of beach; erosion and accretion near an inlet move faster and less predictably than they do mid-island, and the construction setback is worked out from that stretch's own erosion history rather than the standard oceanfront formula. State coastal managers have also been revisiting the inlet hazard area boundary along this stretch of coast in recent years, one more reason a west-end lot gets its own reading during a site analysis. The Division of Coastal Management's local field representative, or the town's CAMA Permitting staff, confirms the current boundary and setback for a specific parcel.
- Are there beach lighting rules for a new house on Oak Island?
- Yes. Oak Island's sea-turtle protection standards apply to outdoor lighting installed within 300 feet of the frontal dune: fixtures have to be shielded and cut off rather than glowing outward, pole-mounted lights on private property are capped at 20 feet, wall-mounted fixtures are fitted with shields and hoods, and no light source in that zone may be visible from the seaward side of the dune. It is a code requirement enforced alongside the building permit, and it shapes exterior lighting choices on any oceanfront or near-oceanfront lot on the island.
- Does a second home on Oak Island need a different design?
- It changes the mechanical design more than the architecture. A coastal house occupied intermittently spends weeks at a time with nobody touching a thermostat, and an oversized system in an empty house cools the air quickly, shuts off, and never runs long enough to pull humidity out of it. Equipment sized to real loads, dedicated dehumidification, and a continuous air barrier are what hold interior conditions steady while the house is closed up, and the same package keeps it comfortable when it is full.
