One road carries all of Caswell Beach, ocean to marsh.
The town covers about four square miles, roughly three of them land and the rest water and marsh, which is a small footprint even by barrier-island standards. The town's own account of its history dates incorporation to 1975 and traces the name to Richard Caswell, North Carolina's first and fifth governor, the same name carried by the nineteenth-century fort at the river end of the road. Caswell Beach incorporated separately from the Town of Oak Island, the larger town immediately west, and its building, flood, and zoning ordinances stand apart from both Oak Island's code and the Brunswick County ordinance that governs unincorporated ground on the mainland.
Everything in town runs off a single spine, Caswell Beach Road, which is the only way in, out, and along. There is no second corridor and no business district inside the limits. A contractor's truck, a resident's car, and a delivery van all use the same stretch of asphalt whichever end of town they are headed to, and that single point of access is a real scheduling condition on a build here: material deliveries, crane picks, and concrete trucks share one road with everybody else who lives on it.

Two landmarks sit toward the east end of that road. Section 150.015 authorizes the town to create its own Inspection Department, headed by a superintendent or director of inspections, and to appoint building, electrical, plumbing, housing, zoning, mechanical, and fire prevention inspectors under the state authority set out in G.S. 160D-1102. That is enabling language: whether the desk is staffed by town employees or the function is contracted to another provider in a given week is a separate question for Town Hall, and worth asking before anyone builds a permit timeline around it. Oceanfront and estuarine work carries a second layer on top of whatever the town's own inspectors handle: a CAMA permit administered at the state level by NC DEQ's Division of Coastal Management, with minor permits issued through a local permit officer.
Chapter 150 adopts the current edition of the State Residential Building Code by reference, as amended by the North Carolina Building Code Council, for one- and two-family dwellings, so the structural, envelope, and mechanical requirements come from the state code, while the town's own chapters govern land use, flood elevation, site work, and inspection. Sec. 153.015 sets out the town's zoning districts. Four are single-family districts: R-20SF, R-20, R-12, and R-8, distinguished mainly by minimum lot size. The others cover multi-family housing, resort condominiums, mobile homes, conservation of the estuarine ecosystem, the golf course and its related uses, and public park land and beach access. The north side of town faces a different kind of water entirely. The Intracoastal Waterway and the tidal marsh creeks behind it run along Caswell Beach's marsh side, and lots there contend with estuarine flooding and tidal drainage on a slower clock: water that rises and stands, rather than water that arrives as a breaking wave. Salt reaches both sides of the island regardless. The island is narrow enough at this end that a marsh-facing house and an oceanfront house sit within the same band of airborne chloride, and both need to be specified for it. The flood zone follows from which shoreline you're on.
A written site analysis precedes every Caswell Beach design and is delivered to the client before a floor plan exists. On this stretch of island it is organized around the question the town keeps asking of every parcel: which shoreline does this lot actually answer to. From that follows the flood-zone determination, the wind exposure classification on each face of the building, the measurement line the setback runs from, the sun path across a lot that is often only a few hundred feet deep, and the view corridors worth spending glass on. That analysis is filed in the client workspace the day it is finished, dated ahead of the first drawing, so everything the design does afterward on this specific lot can be checked back against it. A marsh-front lot on the north side measures from the estuarine shoreline. 15A NCAC 07H .0209, the Coastal Resources Commission's Coastal Shorelines rule, sets the Estuarine Shoreline Area of Environmental Concern at 75 feet landward of the normal high-water level (575 feet where the adjoining water carries an Outstanding Resource Waters classification) and holds new development in that AEC to a 30-foot setback from the same line, with narrow exceptions written in for water-dependent uses, pile-supported signs and fences, a boardwalk six feet wide or less, and a slatted observation deck no larger than 200 square feet. A separate Public Trust Shoreline AEC under the same rule runs its own 30 feet along shorelines contiguous to public trust waters. Which of the two reaches a specific lot on the Intracoastal Waterway or its marsh creeks, and whether any exception applies, is confirmed against the current rule text and an on-the-ground measurement with DEQ's Division of Coastal Management. On a Caswell Beach lot the practical sequence is the same either way: establish the measurement line first, then find out how much buildable ground is left, and only then start drawing.
Where a lot is mapped in the coastal high hazard area (Zone VE), the town's flood chapter sets out what has to happen structurally. New construction and substantial improvements must sit landward of the reach of mean high tide, must be elevated so the bottom of the lowest horizontal structural member sits no lower than the regulatory flood protection elevation, and floodproofing cannot be substituted for that elevation. A registered engineer or architect certifies the design on the state's V-Zone Certification form, and certifies the finished construction again before the town issues a certificate of compliance. Fill placed under or around the elevated structure is limited to two feet unless a qualified design professional demonstrates it will not divert floodwater or wave action onto a neighboring elevated building, and the code separately bars altering protective dunes or established vegetation in ways that would increase flood damage nearby.
The flood chapter's general standards apply on top of all that, and they quietly shape decisions people expect to make late. New construction and substantial improvements are to be anchored against flotation, collapse, and lateral movement; built with flood-damage-resistant materials in the sense FEMA Technical Bulletin 2 uses the term; and have electrical, mechanical, plumbing, and other service equipment placed at or above the regulatory flood protection elevation or otherwise protected from floodwater. On an elevated house, where the condensing unit, the water heater, the panel, and the ductwork are going has to be settled while the structure is being drawn, because on a lot with limited elevated deck area those pieces compete with the house for the same square footage.

Once the setback or the build-to-line is fixed (whichever one actually reaches the lot), three different orientations follow, depending on which of Caswell Beach's few lot types a buyer is standing on. An oceanfront lot is organized around the ocean view and the onshore breeze past the dune; a marsh-front lot on the north side gives its water-facing elevation to tide and storm exposure rather than glass; and an interior lot backing the Commercial Recreation district's golf course answers to neither shoreline rule and instead orients toward the fairway. A lot pinched between a CAMA measurement line on one side and a street setback on the other can leave exactly one workable building position and no second option, and that is found by walking the ground. Embedment depth comes from soil borings taken on the specific parcel, so a lot near the river mouth and a golf-course lot a few hundred yards inland each get their own.
Open water on both sides of town
Caswell Beach lies between two open bodies of water: the Atlantic past the dune, and the wide mouth of the Cape Fear across the marsh. That is the condition FORTIFIED Gold, the highest tier of the standard the Insurance Institute for Business & Home Safety publishes, is built to answer: pursued on every Tropical Tides project and verified by a third-party evaluator, it asks for a continuous load path from roof to foundation, a sealed roof deck, edge metal detailed to stay attached under uplift, soffits fixed rather than loose-set, and protected openings. On a Caswell Beach oceanfront lot, the roof edge, the soffit line, and every window face open Atlantic across a narrow beach and one dune, and each of those assemblies carries the pressure that direct exposure applies. A marsh-facing or interior lot designs to the same 150 mph wind speed and pursues the same certification, from a different exposure calculation and with the pressure arriving from a different quarter.
Airtightness carries its own argument on ground this exposed. The design target on every project is sub-1.0 ACH50, well below what code requires in most jurisdictions, and it is confirmed by a blower-door test once construction reaches that stage. Hardware and assemblies for a salt environment follow from the same exposure. A FORTIFIED load path is only continuous for as long as the metal in it survives, which on a barrier-island tip is a materials question before it is a structural one.
Mechanical sizing has a particular stake at this end of the island, where a share of the housing stock functions as a second home rather than a full-time address. Equipment matched to the home's actual cooling and dehumidification load keeps running long enough to wring the moisture out of the indoor air; equipment picked off a square-footage rule of thumb short-cycles, satisfies the thermostat, and leaves the humidity behind it. Whatever the answer, built-upon area is the limit that binds first. The quieter rules are the ones that surprise people.
The numbers that get quoted about building in a beach town are the big ones: the setback, the height, the flood elevation. The provisions that most often surprise a client on a Caswell Beach lot are smaller than that and sit in the building chapter, where the town regulates what happens to the ground and to the night.
Exterior lighting on new construction is required to be masked so that night lighting does not carry beyond the property boundaries, with existing houses brought into compliance over a period the Town Commissioners set. Read plainly, that is a light-trespass rule: the ordinance text as published governs where light lands and does not itself invoke sea-turtle protection. Many North Carolina oceanfront towns do carry sea-turtle lighting rules, so an oceanfront glazing and lighting scheme here should not assume either way. On an ocean-facing house the sound approach is to design the lighting to be shielded, downward, and controllable at the beach elevation regardless, and to ask the town directly what applies during nesting season before a fixture schedule is issued.
The ground is regulated before it is disturbed. Clearing, site preparation, driveway, patio, and sport-court installation, and even a post-construction change to the landscape call for a landscape plan approved by the town's building inspector, and impervious surfaces are to carry positive drainage control so runoff does not leave the site. That last clause has design consequences on a narrow lot: water that cannot be pushed onto a neighbor has to be given somewhere to go on the parcel itself, which means grades, swales, and any infiltration area are laid out with the house.
On land the town zones Conservation, the protection is stricter still. Chapter 154 sits over all of it as the town's stormwater regulation, carrying a post-construction management and plan-approval article and a separate article on illicit discharges and watercourse protection, alongside the built-upon-area caps already set in the zoning schedule. These are short provisions in a code amended from time to time, and none of them is a headline number; Town Hall confirms the operative wording before it drives a decision on a specific lot.
The setback and the height limit are published. The rules that decide where the water goes and where the light lands are the ones that arrive late and cost the most.
